Meet our Newest Conservationists Protecting Allegheny County's Natural Resources

Conserving Allegheny County's water and soil requires the effort of many dedicated team members. In addition to our new executive director ,Heather Manzo, we added two new conservationists to the District's growing regulatory teams.


Emily Wise

Agriculture and Natural Resource Conservationist

Emily Wise, currently our Watershed Sustainability Fellow, will take on our Nutrient Management and Dirt, Gravel and Low Volume Road programs as our Agriculture and Natural Resource Conservationist this fall. While a Student Conservation Association Fellow for the District, Emily has worked on the Montour Run Stream Assessment, a multi-year effort to assess the Montour Run watershed and develop a comprehensive improvement plan. Emily previously worked at the Antietam National Battlefield in Maryland controlling invasive species and restoring the historical landscape.

Josh Kaufman

Resource Conservationist

Josh Kaufman, resource conservationist, joined the Chapter 102 Erosion and Sediment permitting program. Josh has a background in construction and earned his degree in environmental studies and sustainability from Slippery Rock University. His field experience gives our regulatory team new insight on the construction process as we administer permits and review applications for earth disturbance activities.

Because of your input, we made big changes over the past five years, including taking on the Chapter 105 delegation from DEP, growing to Level III enforcement capability and launching an annual Erosion Control Workshop
