Dirt, gravel and low volume roads are an essential part of our transportation system – and a major source of polluted runoff.

When Roads Become a Problem
The road system can have a significant impact on our water quality when stormwater runoff causes sediment from unpaved or poorly paved roads to erode into a nearby stream.

Roads with unstable surfaces often lead to concentrated flows of water, which both accelerates erosion and results in excess sediment in streams. In turn, this sediment directly affects us by causing flooding due to blocked storm drains and catch basins, increasing the cost of drinking water treatment and creating a hospitable environment for toxic algae to grow, making swimmers and boaters sick.

The Dirt, Gravel and Low Volume Road program funded stream bank erosion and bank failure along Coal Pit Run in South Fayette Township in the 2019 grant round.

How to Get Funding
Each year, ACCD’s Dirt, Gravel and Low Volume Road program funds municipal-owned roads negatively impacting streams in Allegheny County. The program allocates state funds to municipalities with the application period opening July 1, 2020.

Does my road qualify?
Roads should be:
  • Unpaved dirt or gravel
  • Paved with less than 500 cars per day traffic volumes
  • Open for public access
  • Related directly to an environmental concern

Am I eligible to apply?
  • Eligible applicants are public road owning entities such as municipalities and county parks
  • Interested entities must attend the Center for Dirt and Gravel Roads Environmentally Sensitive Maintenance (ESM) training in order to be eligible

What do I need to apply?
  • ESM certification
  • Pre-application meeting
  • 20% funding match
  • Completed paper or digital application
